日本はコンテンツの流通、配信などに関しては国際社会でも遅れていて、その閉鎖的な姿勢や態度は各国から批判されている。映画や放送でもIP網に乗せて流したい配給元があっても、複雑な(歪んだ)枠組みが配信を阻害する場合が多々ある。例えば放送終了後の出演者や製作者、スポンサー全員が同意してもIPには公的に放送できない現状がある。
