Ubuntoはタイプミスだと教えてあげないといけない気もしますが、「Web Browser」なる名称がDell Inspiron N270 1GB 8.9" Web Browser、Catalogue number: 204-8967なる商品（これも10月6日発売とあります）でも使われているところみると、正式名が決まってないため便宜的につけただけのようにみえます。テスコの客はネットブックといわれても分からないから、という解釈はとりあえずしないでおきます。
テスコのオンラインストアをさらに調べたところ「ウェブブラウザー」はノートパソコンのカテゴリーの1つでした。「ミニノートPC」と呼ぶ代わりに「ウェブブラウザー」と呼んでいるだけの話のようです。
